It’s so bad that when a waiter does their job it comes across as great service. If someone brings out the wrong food or takes 30 minutes just to bring the bill it’s average.
I have a feeling poor service is more of a problem in the city; the standard is usually way higher in the suburbs where the business is not guaranteed.
